Every HR leader knows the pattern. You launch a recognition program. Leadership is enthusiastic. The same five people get nominated every quarter. Six months in, participation drops. Employees start calling it performative. You are back where you started.

How to design a program that uses behavioral signals

Keep peer nominations. Peer-to-peer recognition is still one of the most meaningful forms of recognition. People want to hear from the colleagues they work with daily. Do not replace this with data. Use data to supplement it.
